MP Mandi Licence: Why a Multi-Market Licence Costs ₹2 Lakh and a Trading Licence Costs ₹500

Short answer: Madhya Pradesh has two separate licence regimes and the gap between them is enormous. An online trading licence is ₹500 per year, or ₹100 per year if you already hold a valid APMC trading licence in the state. A special licence to trade across more than one market area costs ₹2,00,000, plus a ₹10,000 application fee. Pick the wrong one and you either overpay by 400 times or trade without cover.

Two regimes, not one

Most states issue one trader licence per market area. Madhya Pradesh layers a second regime on top, and the question that decides which you need is simple: do you trade in more than one market area?

Online trading / e-platform licenceSpecial licence (more than one market area)
Fee₹500 per annum₹2,00,000
Reduced fee₹100 per annum if you already hold a valid APMC trading licence in the state—

RenewalBefore one month of expiry60 days before expiry
RulesMP Krishi Upaj Mandi (Online Trading and E-Platform Licence) Rules, 2016MP Krishi Upaj Mandi (Special Licence for More Than One Market Area) Rules, 2009

The ₹2,00,000 is not an application fee. Under the 2009 Rules the ₹10,000 goes in with the application, and the licence fee itself is deposited at Board headquarters only after the renewal or grant decision — you are not asked to risk two lakh on an application that might be refused.

The ₹100 route most traders miss

If you already hold a valid trading licence from any APMC in Madhya Pradesh, the online trading licence costs ₹100 per annum, not ₹500, and you file Form A-1 rather than Form A. That is an 80% reduction for filing a different form, and it is the single most commonly missed line in the 2016 Rules.

Check which form you were given. If you hold an APMC licence and were charged ₹500, you were put on the wrong one.

Renewal timing differs between the two

  • Online trading licence: the renewal application must be made before one month of the expiry of its period. The grant-stage procedures are then carried out again by the notified authority.
  • Special licence: renewal goes in on Form-I, 60 days prior to expiry. The ₹2,00,000 is deposited at Board headquarters after the decision.

If you hold both, you are running two different calendars. Put the 60-day one in first.

The licence is not the mandi fee

Separate payment, separate head. Madhya Pradesh market fee was revised under the MP Agricultural Produce Market Act 1972 to ₹1.50 for every ₹100 of the produce's price — that is 1.5%, charged on the value traded, and it has nothing to do with what you paid for the licence.

MP also levies a separate Nirashrit Gau-Vansh cess alongside mandi fee, billed as its own line. See our MP mandi fee rate guide for the levy side, and the state-by-state comparison for how MP sits against its neighbours.

Do not confuse this with a municipal trade licence

Searching for "MP trade licence" will surface the e-Nagar Palika municipal portal and a small service charge. That is a different thing entirely: a municipal trade licence covers carrying on trade within municipal limits. It does not permit you to trade notified agricultural produce in a market area. If your business is inside a mandi, the APMC licence is the one that matters, and holding the municipal one is no defence.

What to confirm before you pay

The figures above come from the 2016 and 2009 Rules, which are the most specific sources available. We could not confirm from an official source whether either has been amended since, so treat them as the starting point for a conversation with the Board rather than a final quote.

  1. Download the current application form from the MP Mandi Board forms page — the heading there is अनुज्ञप्ति के लिये आवेदन, "Application for licence".
  2. Ask which rule and which notification set the fee you are being quoted, and get the number.
  3. Confirm whether Form A-1 applies to you before paying the Form A fee.
  4. Check your expiry date against the correct renewal window — one month or 60 days.

Licensing in other states

Fees, forms and renewal deadlines are set state by state and the spread is extreme: a commission agent licence is ₹60 a year in Haryana, ₹10 per annum in Assam, and ₹10,000 on Telangana's own form — against MP's ₹2,00,000 for multi-market trade. For the comparison and the renewal rules, see mandi licence in India.

Frequently Asked Questions

How much does a mandi licence cost in Madhya Pradesh?

It depends which regime applies. An online trading licence is ₹500 per annum under the MP Krishi Upaj Mandi (Online Trading and E-Platform Licence) Rules 2016, reduced to ₹100 per annum on Form A-1 if you already hold a valid APMC trading licence in the state. A special licence to trade in more than one market area costs ₹2,00,000 under the 2009 Rules, plus a ₹10,000 application fee.

What is the special licence for more than one market area in MP?

It is a separate licence under the MP Krishi Upaj Mandi (Special Licence for More Than One Market Area) Rules 2009, required if you want to trade across multiple market areas rather than one. The application fee is ₹10,000 and the licence fee is ₹2,00,000, deposited at Board headquarters only after the grant or renewal decision.

How do I get the ₹100 licence fee instead of ₹500 in MP?

If you already hold a valid trading licence from any APMC in Madhya Pradesh, the online trading licence fee is ₹100 per annum instead of ₹500, and you apply on Form A-1 rather than Form A. Traders who hold an APMC licence and were charged ₹500 were put on the wrong form.

When is an MP mandi licence due for renewal?

The online trading licence renewal application must be made before one month of the expiry of its period. The special licence for more than one market area is renewed on Form-I, filed 60 days prior to expiry, with the ₹2,00,000 licence fee deposited after the decision. If you hold both, the 60-day one is filed first.

Is a municipal trade licence enough to trade in an MP mandi?

No. A municipal trade licence permits trade within municipal limits and is issued by the municipality. It does not permit trading notified agricultural produce in a market area — that requires the APMC licence under the Krishi Upaj Mandi rules. Holding the municipal licence is no substitute.

What is the mandi fee rate in Madhya Pradesh?

Market fee under the MP Agricultural Produce Market Act 1972 was revised to ₹1.50 for every ₹100 of the agricultural produce price, that is 1.5% of the value traded. MP also levies a separate Nirashrit Gau-Vansh cess as its own line. Both are separate from the licence fee.
